Cell C is the third-largest cell phone provider in South Africa after Vodacom and MTN. It is a newer entry in the market, and has grown its subscriber base to over 16.3 million consumers in spite of stiff competition. Cell C offers 3G connectivity to 96 percent of the population, while its LTE service covers about 32 percent, though the brand has promised an aggressive rollout for the future. Cell C also offers its Black on-demand streaming service, which is the first of its kind in South Africa and has had a disruptive impact in the market. Cell C plans to leverage this success by offering unlimited mobile voice, data, and entertainment services. In early 2019, Cell C and MTN signed a cooperative agreement giving Cell C subscribers roaming access to the MTN 3G and 4G networks, positioning it to more effectively compete with Vodacom.
